The organization and franchise initiative is led by George and Dawn Packard and is based in Antigo, Wisconsin. Founded in the summer of 2017, the business was started as an add-on to the already popular business – Family Lawn & Landscape. There are other mosquito franchises and local mom and pop businesses are providing a similar service, but not up to (what is now) the Mosquito Police standard.

Across the country, but especially in Northern Wisconsin, there is ample room in the marketplace for substantial improvement in professionalism, efficiencies, and profitability in the pest control business. George and Dawn Packard spent the time and effort to research the industry and came up with a way to provide a low cost, highly effective pest control business with all of the technology and systems to make it a paperless, simple business.
